Police arrest transient in million-dollar dive boat theft

SANTA BARBARA, California (24 Mar 2005) -- Police have arrested a transient in the theft of a 75-foot dive charter boat from Santa Barbara Harbor.

The "Conception", valued at a million dollars, was found beached near Vandenberg Air Force Base on Wednesday some 12 hours after it was stolen from Santa Barbara Harbor.

Police said Donald Kelley, 41, has been accused of breaking into the "Conception", starting it up and ramming three other vessels including the "Slick Chick", which sank.

Police found Kelly with food stolen from the galley of the "Conception" about a quarter-mile from where the dive boat was beached.

A salvage company is working to get the vessel off the beach and its owners are optimistic damage is minimal.
